Why do people pretend that Anarchy (no government) is synonymous with chaos (disorder)?

Somalia!!! for example, whew!!! On a lighter vein take traffic lights and traffic signs, they in themselves are a form of goverment allowing us an easier transition to move around freely without banging our heads together and smashing our bodies to mush. And that's one of the simpler forms of artifical government: yes you can go now and no you can't go now. No?
