Why do people try to differentiate the natives of the U.S. and canada with the natives?

Of mexico, and latin america. All these natives are part of the same race of native americans but why do they say that natives in mexico like the aztec, and mayans and natives or peru like the inca are latinos when they are native americans just like the eskimos, the cherokee, the apache, etc. That would be like saying that white people from france are caucasian but white people from russia aren't.
